How do i start a national petition re: nursing home negligence?

My dad died in a nursing home in Dec after weeks of negligence. I filed a complaint with the Dept of Public Health, but I want to gather a petition to help prevent future episodes. If you know how, please state it. If you have had a situation, please, and if you want to, please state what it was or is. I have my email open, too.
