Is there alternatives other then student loans for high GPA high School students?

I am helping my cousin get ready for college she is a Senior and has already been excepted to a Nursing School, I don't want her to turn to just FAFSA loans she has a 3.8 GPA and she got a 28 on her ACT is there anything out there for her?
