Scam Artist Getting Powers of Attorney on elderly now in nursing home?

I recently posted a question about a family friend who was scammed by her neighbor and she gave him durable power of attorney. It was very specific and covered her mortgages, rental properties, finances etc. We FINALLY convinced her to revoke it and she did. The DAY AFTER she revoked her neighbor's POA he went to visit her elderly mother in her nursing home and had the mother sign a Revocation of the daughter's powers and sign a new durable POA assigning HIM as her agent. The mother does not know what she signed and doesn't remember it. The mother is on a feeding tube also. This man is obviously a major scam artist (not to mention SICKO). The daughter has lost over 0 K now and we fear for the mother, the mother's health and anything that is left. How can this man be reported to the authorities? Can he be prosecuted? Someone PLEASE help! This is in the state of Florida. PLEASE give us some solid advice on where to turn so this man can be stopped!
