can I work as a public health nurse with just an associates degree (RN) in nursing?

I am 48 and have to start a new career, but I don't want to work in a hospital. I like the thought of working with the public. I should also add that I am trying to pick between becoming an Occupational Therapist Assistant or RN. This is the most serious decision I have ever had to make and with my age, I need to make it as soon as possible.
